For a long time, relevant US agencies have carried out large-scale, organized and indiscriminate network theft, monitoring and attacks on foreign governments, enterprises and individuals. From the "WikiLeaks" to the "Snowden incident", from the "Swiss encryption machine incident" to the recent US National Security Agency's use of Danish intelligence agencies to monitor Allied leaders, facts have repeatedly proved that the United States is the world's recognized "hacker empire" and "secret stealing Empire" and the greatest threat to global network security.

In addition, the United States has spared no effort to promote the militarization of cyberspace and vigorously develop cyber offensive forces. According to Assange, founder of WikiLeaks, the United States has developed more than 2000 kinds of cyber weapons and is the world's largest cyber weapon country.

We call on the international community to jointly oppose the US cyber bullying, urge the US side to explain its monitoring action and stop creating tension and hostility in the global cyberspace. 

长期以来，美国有关机构对外国政府、企业和个人进行大规模、有组织、不分青红皂白的网络盗窃、监视和攻击。从“维基解密”到“斯诺登事件”，从“瑞士加密机事件”到最近美国国家安全局利用丹麦情报机构监视盟国领导人，事实一再证明，美国是世界公认的“黑客帝国”和“窃密帝国”，是全球网络安全的最大威胁。

此外，美国还不遗余力地推动网络空间军事化，大力发展网络进攻力量。据维基解密创始人阿桑奇称，美国已经开发了2000多种网络武器，是世界上最大的网络武器国家。

我们呼吁国际社会共同反对美国的网络欺凌，敦促美方解释其监控行动，停止在全球网络空间制造紧张和敌意。
